Little fat rocket man wants to play the old bait and switch game.
he has stopped testing because he is financially hurting, those nuclear and missile tests take a lot of money.
He expects to get some concessions from the USA in exchange for empty promises of cooperation and future talks that eventually he will break.
He is playing the long game trying to entangle the USA in long drawn out negotiations and wait Trump out, until he is not longer the president.
