Uhm, Sean, you might want to look up those 'shalls' in your Strong's or your BDB.

"Shall" in this case means with certainty it shall be.

Here is that verse in the Brenton Septuigent.

Isaiah 9:6....For a child is born to us, and a son is given to us, whose government is upon his shoulder: and his name is called the Messenger of great counsel: for I will bring peace upon the princes, and health to him.

This, like in the KJV, says from the beginning the "government" is upon Him. And, from the beginning, His "name" is "called..."

Remember, Jesus was the physical descendant born to sit on David's throne, and He was to be called "Emmanuel," which is "God with us." All present realities from the birth of the "child/son."
