If women are to remain silent, they cannot prophecy. If women are to remain silent, they cannot teach women. Silence is silence.
But since Paul teaches that women can prophecy and that women can teach, then the "silent" rule must mean something else. Since it is the only place it is mentioned in the entire NT, it is difficult to understand what Paul meant.
