The most convincing thing in my mind is that his apology doesn't actually address what he did wrong.

Using a picture of a different event by another person to illustrate where he was preaching wasn't wrong. And yet that is exactly what he apologized for and stated that he should not have done.

What he did wrong was post such a picture in a discussion about his services and label it service and omit any details about it not being his service. He did not apologize for simply omitting details about what the picture was actually of.
