A prolonged form of an otherwise obsolete verb; to talk, that is, utter words: -
preach, say, speak (after), talk, tell, utter.
We know by the usage of speak in verse 28 it was not complete silence, it was how they were or were not meant to speak.
This is where the same term is translated preach in other passages.
