I'm sure that is how you understood the remark. As a BLACK LADY, I prefer some clarity on the intentions of the statement. Raspy voices are not secluded to any race of people.

No, but they are common to blues and soul, genres which are comprised predominately of black artists, so I understand the generalization whether I support its accuracy or not.
Usually a raspy voice in a white person means they're smokers. It doesn't occur that often naturally, in my observation--although I have heard a few. Adele comes to mind.
