That is two fold. It, on the one hand slams that individual as a loose immoral person when they may not be and on the other makes outward codes of how to look "Holiness" and ignores outward behavior and attitudes as well as the inward change of heart

Surely you jest.
Of course broad generalizations based upon personal experiences and perspectives serve as insufficient research data, but the culture of the movement seems to be rigid, and exclusive.
DKB's history (Affirmation Statement Proponent and numero uno standards guru) informs this tweet. Anyone with a functioning brain realizes that he is stating the obvious; the UPC will not change its Manual for anyone no matter how much light pours over incorrect doctrines contained therein.
