Livestream.com has a basic package to stream live that is free. Doesn't take much more than a laptop and a computer camera. You can do it with an external camera plugged into a usb port or with a built in camera on a laptop.

You need to simply create an account with them and use the service. it lags some, and is not perfect, but we have used it from the philippines with success.

You can also create a free vimeo.com channel--although the space for the free accounts is limited. You would make videos in the same way mentioned before, upload them to your vimeo channel, and they will be ready to watch in a couple of hours or so, depending on the size and quality. You can embed them in your website, on Facebook pages, etc from vimeo. They can also go directly to your vimeo channel and watch all of your videos.

For about $60 US a year you can also purchase a "vimeo plus" account if you pay for it annually (it is $9.95 a month otherwise so annually is a 50% savings). This is what we use for archiving and embedding videos. The main advantage is that you get more space per month and faster downloads. Well worth the $60 if you use the service monthly.

These are two options that do not take a huge budget and do not require expensive equipment.
